Super WIZ unable to reach full 6k RPM

I have a Super WIZ that I rebuilt. Having troubles getting it to pass the 4k RPM mark

Starts right up after sitting overnight
Upon throttling, the saw sputters at about a 3-4k RPM limit, lots of smoke from the exhaust, Compression 138psi wet, appears that timing is off or running really rich, running 45:1 mix with non-ethanol fuel

I have a couple of non super Wiz's in the shed- new carb kits helped a LOT.
How far and deep did the rebuild go? Are you 100% sure the points plate is timed correctly?

Ignition timing and fuel delivery is where I would be looking. By that I do not mean flywheel timing and key- I mean the points behind the flywheel and how the points need timed on the crank lobe and the plate they mount on in the correct position to set the flywheel timing relevant to the key.
New carb kit and if possible ultrasonic bath for the carb body.
These saws do not have a whole lot of air restriction- but check there is no blockage and that the choke butterfly is opening fully- getting too little air is like getting too much fuel.
 
Thanks Bob. I will check the points plate timing. All the other possibilities you mentioned are covered
