I guess- if you had a machinist friend, a cylinder off something with a top mounted decomp so he/she could understand the fitting and how the drilling is made- it could be done.
Being a Super, it will be 46mm bore versus the 45 of the standard 029. Not sure- but I do not think there is a cheap aftermarket option for a 46mm cylinder with decomp. Probably is an option in the 039/390 size which uses the same case and crank, but larger bore and piston.
Will most likely be a single pawl starter as well- some start easier with dual pawls fitted- there is provision for his in the pulley, but they only see fit to fit one at the factory.
Next on my list would be to confirm it is just user age that is making the effort of starting it harder- check all the starter components for wear/damage, check the flywheel has not shorn the key and advanced timing a tad, check there is not an air leak somewhere in the system- not uncommon in the plastic case saws.
