McCullosh Eager Beaver 2.1 ci /compression

I'm retired (72) and on social security/disability. Therefore I'm on a fixed, and trying to be a diy gug to save money. So any help you people give me is greatly appreciated!!!I Just started messing with small engines, this summer. So my daughter got this McCullosh Eager Beaver 2.1 ci, for free for me. She said the people she got it from, didn't know what is wrong with it. I see that I'm going to have to tear it apart, and hopefully get it back together .First thing I did was pull the starter rope, and it was locked up. I took the side off removed the spark plug, and it pulls smooth with it out. Also tested for spark and it has it. I sprayed so fogger in the plug hole, and pulled the rope 8-10 times. Put the plug back in, same thing. So I'm asking where do I go from here?
In the 2nd picture I'm guessing is the model# on top. and serial# under that. Will this tell me the year of it?

Could be as simple as the incorrect plug and the threaded section protruded too far through the top of the cylinder and engages the piston before TDC in much the same way some piston stops do.
