Hus 254 carb won't set

Hi, installed new crank seals and all the rubber rings. Vac test great. And new carb kit. Saw runs and revs but the h l screws are out of wack . Difficult to set the idle very touchy on l screw, more than usual.? could it be the meter,it's set correct but.

Wont set?
Or is touchy to set- but does not alter?

If it cannot be tuned out to balance- odds are pretty good it has an air leak somewhere.
Check the intake block and gaskets associated to the intake system.
